Chapter Four compares Niger’s responses to women’s rights treaties. Unified women’s mobilization, divided conservative religious mobilization, and the dissolution of parliament facilitated CEDAW’s ratification. Divided women’s mobilization, unified conservative religious mobilization, and the presence of a semiautonomous parliament help explain the Maputo Protocol’s non-ratification.
