In the Shadows of the State
This chapter examines the daily lives of those most affected by exclusionary state practices, those who live in the shadows of the state and yet know its power intimately. It addresses encounters with the state among people with varied legal relationships—U.S. citizens, residents with temporary status, and residents undocumented by the state—in order to map the technologies of power operating among them. It shows that the state advances enforcement agendas that are hyperracialized and performative when security agendas come to the fore. Civil servants and migrants alike enact and embody the policies of the state unevenly, and struggle with the knowledge of this uneven enactment.
