Abstract
This chapter describes the early efforts of the CC9 in developing a proactive agenda for institutional reform in public schools. The shift to an independent community agenda for education was brought about by increasing concerns that the CC9 campaigns—which were often reactive to hostile situations created by public officials—were producing little tangible benefit for the community. In devising the CC9 platform, the organization was led to adopt a cooperative strategy that widened the CC9’s membership to include influential policy makers in the public education sector. Such a decision established the CC9 within school-specific parameters; but the tradeoffs were that the organizational turnovers and shifts in focus threatened to undermine the organization’s efficacy. Eventually, however, the CC9 was able to effectively marry the language of community-led collaboration with the powers that could effect substantial changes in local schools.
